procedures memoranda. These and other official sources take precedence over
statements made below.

The Professional Staff Congress (PSC)City University of New York (CUNY)
Welfare Fund provides the
Empire HMO or the HIP Prime HMO plan. To be
eligible for the health insurance benefit, you must be
paid with taxlevy
money, not be covered by health insurance through another source, and meet
the
following requirements:
To be eligible for health insurance
benefits you must not be covered by health insurance through another source and
meet the following requirements.
Teaching Adjunct ; You must teach six
or more hours per week in the semester and teaching employment in the two
semesters* immediately preceding the semester of coverage.
Non-teaching
Adjunct ; Ten or more hours per week in the semester and non-teaching
employment of ten or more hours per week at any CUNY college in the
immediately-preceding two semesters.*
*Summer sessions are excluded for
purposes of determining eligibility.
Coverage is limited to adjuncts not
covered by other primary health care insurance provided by or through another
source. Individuals working for another employer who provides or could provide
health insurance or who may be covered by a spouse’s health coverage may not
receive this benefit.
Coverage is limited to the employee. Family
coverage is available at an additional cost
If you sign up for coverage in
the fall semester, you are covered until January 31st of the following year. If
you sign up in the spring semester, you are covered until August 31st of that
year.
If you are teaching less than six hours at one college, and you are working
the necessary additional hours at
another college, it is your responsibility
to inform the PSC/CUNY Welfare Fund and both colleges that you
qualify for
benefits. If you do not, and a college reports that you are teaching less than
six hours, your health
coverage will be terminated. You will then receive a
COBRA (continuation of health insurance at 102%
cost) notice. If you do not
bring the additional hours to PSC/CUNY’s attention within the time indicated
on
the COBRA letter, your coverage WILL BE TERMINATED AND WILL NOT BE
REINSTATED FOR THAT
SEMESTER.
Whenever a Qualifying Event occurs such
as a birth, marriage or divorce, you have 30 days from the date of
the event
to add or drop an individual. Forms are available from the PSC/CUNY Welfare Fund

Empire and HIP enrollment forms and adjunct certification forms (which must
be filled out by the employee and verified
by the Benefits Office) are
available in the 1227 Boylan Hall.
Classroom Management Techniques

As a teaching Adjunct Faculty member you are eligible for a tuition waiver
for undergraduate and graduate courses at any College of the City University of
New York, provided that you have worked ten (10) consecutive semesters not
including summer sessions in the same Office and College and are appointed
to
teach a course of not fewer than three contact hours per week. The waiver
is limited to one undergraduate or one graduate course per semester; summer
session is not included. Tuition waiver forms are available in the Human
Resources Office, room 1219 Boylan Hall. .

Pension Plan and Tax Deferred Annuity Plans
You are eligible to join the New York City Teachers’ Retirement
System (TRS), which provides retirement,
disability and death
benefits. A three percent deduction from your salary combines with the City’s
contribution to provide a pension. Vesting occurs after the equivalent of five
fulltime years of service in the plan. Applictions and information about hte

TaxDeferred Annuity Plans
You may participate in a
taxdeferred annuity (TDA) program plan with HRC Financial Services, Teachers
Retirement System (TRS) (only if enrolled in TRS pension plan) or TIAACREF. The
TDA program allows you to set aside pretax dollars, subject to a maximum
exclusion allowance, for retirement.
Information about the TRS and the
TIAACREF plans is available in the Benefits Office. For
information about the

New York State Deferred Compensation
Program 457 Plan
Employees may participate in the tax deferred 457 program in addition to participating
in
a regular tax deferred annuity. For enrollment information contact 1 800 422

Payroll Questions
Tax Compliance for Foreign Nationals
The Internal Revenue Service (IRS) has issued strict regulations regarding the taxation and reporting of payments made to non-United States citizens. As a result, The City University of New York (CUNY), may be required to withhold U.S. income tax and file reports with the IRS in connection with payments made by CUNY employees who are not U.S. citizens or resident aliens.
All Non-Resident Aliens (NRA) are required to complete a record using the University's web-accessible tax compliance system GLACIER. For further information and to find out how to access Glacier, please stop by the Payroll Office located in Boylan Hall, Room 1156 or contact us at 718-951-5091.
Contract Pay
The agreement between The
City University of New York (CUNY) and the Professional Staff Congress
(PSC) indicates that during the Fall and Spring semesters, teaching
Adjuncts shall be paid on nine (9) successive adjunct paydates. What this
means is your contract will be divided into nine(9) equal amounts
(providing the Payroll Office is in receipt of your appointment form prior to
the first pay date), of which you will receive payment in accordance with
the paydates for the given semester (see payroll calendar).
Timesheets
All Non-Teaching Adjuncts(NTA) and
Continuing Education Teachers (CET), are required to submit timesheets
which have been filled out completely, in accordance with the payroll schedule
for employees in either category. Timesheets are available on the HR webpage
under "Forms". .
NTAs and CETs are paid based on a two week lag payroll, therefore it is important that you adhere to the payroll schedule prepared for your category (link).
Direct Deposit
All part-time teaching faculty (Adjuncts,
NTA & CET) are eligible to participate in the State of New York's Direct
Deposit program. If you are interested in having all or a portion of
your paycheck deposited into one or more accounts, please complete a direct
deposit form and return it with a "voided" check(if money is going into a
checking account),. If your funds are going into a savings or money market
account, the application must be completed by your financial institution. Direct
Deposit forms can be picked up from the Payroll Office, Check Distribution or on
the HR webpage under "Forms".
Union Dues
On September 1, 2001, the PSC instituted the
following guidelines in regards to union dues:
"all part-time PSC members and part-time agency shop fee payers will be
subject to a 1% rate based on total gross earnings. The 1% will be
calculated by the City and State and will apply to all payroll
earnings".
What this means is if you hold an Adjunct position at more
than on college within the University, each paycheck will be subject to the 1%
union due/agency shop fee deduction. For more information on this or any other

Salary Increases
As outlined in the PSC contract, "An
Adjunct in a teaching or non-teaching title who on July 1, shall have served six
semesters(which includes summer sessions), University-wide over a period of the
preceding three years and who has not received a movement within schedule during
that period. shall receive a movement within schedule to the next higher dollar
amount".
Annual Leave
As outlined in the PSC contract, "Effective
August 25, 2006, adjunct classroom teachers, teachers on multiple position
assignments employed for a course, non-teaching full-time instructional staff on
non-teaching multiple position assignments and adjunct College Laboratory
Technicians including full-time instructional staff in adjunct college
laboratory multiple position assignments may be excused for personal illness or
personal emergencies including religious observance, death in the immediate
family or similar personal needs which cannot be postponed for a period of 1/15
of the total number of clock hours in the semester".
