BROOKLYN COLLEGE INDIRECT COST RATES

The indirect cost rates apply when grants or contracts are awarded jointly to the Research Foundation of the City University of Bew York and Brooklyn College. The rates are effective as of July 25, 2005 and are as follows:

On Campus: 57%

Off Campus: 26%

These rates are applied to total direct costs excluding capital expenditures (buildings, individual items of equipment; alterations and renovations), that portion of each sub-award in excess of $25,000; rental or maintenance of off-site activities; student tuition remission and student support costs (e.q., student aid stipends, dependency allowances, scholarships, fellowships).

Please note that the acquisition cost of equipment is $5,000 for a single item. Thus, equipment is now defined as "an item of non-expendable tangible personal property having a useful life of one year or more and an acquisition cost of $5,000 or more."

RF MULTIPLE FRINGE BENEFIT RATES

The Research Foundation, as an employer legally and fiscally separate from the University, maintains its own fringe benefits program for employees; the RF's benefits package is comparable to those of other academic and non-profit institutions. The cost of providing benefits to employees is passed on to grants as a direct charge.

The actual cost of a benefit package will vary for each employee depending on whether they waive all or part of the benefits available to them, if they have dependents, etc., and usually cannot be determined until after an employee begins to work. In order to simplify both pre-award budget preparation and post-award accounting preocedures, the Research Foundation has developed a system of Multiple Fringe Benefits Pools. Each grant is charged a flat percentage of each employee's gross annual wages, based upon their classification. The percentages represent our best estimate of the actual costs of providing benefits to each employee.

Fringe benefits rates are re-evaluated each fiscal year and are under the stewardship of the Chief Financial Officer.

Note: IRS regulations exempt from FICA taxes (and benefits) undergraduate students enrolled at least half time in a degree granting program. Graduate and Doctoral students may also waive FICA and are not subject to the half-time requirement. A student who does not voluntarily waive FICA will be assigned to the appropriate pool based on the number of work hours scheduled.
