The Fourth Child Policy Forum of New York is co-sponsored with the Schomburg Center for Research in Black Culture on the occasion of their exhibition of Courage, an exhibit from the Levine Museum of the New South in Charlotte, NC, opening on October 1.  (For information, see URL: http://www.nypl.org/research/calendar/exhib/sch/schexhibdesc.cfm?id=524).  It is about a South Carolina congregation, its pastor, and their law suit which was the first out of five law suits that led to Brown v. Board of Education 55 years ago.  Brown vindicated for the first time in the United States in 1954 that children have substantive rights. At the same time, November 20th is also the 20th anniversary of the adoption by the U.N. Assembly of the U.N. Convention on the Rights of the Child (UNCRC), a human rights treaty for children (0 - 18), which has since been ratified by 193 countries with the exception of the U.S. and Somalia.

Participants:  Owen M. Fiss, Sterling Professor of Law at Yale University; Howard Davidson, J.D., Director, American Bar Association Center on Children and the Law; Hon. William A. Scarborough, Chairperson of the Standing Committee on Children and Families, NYS Assembly; Hon. Barbara M. Clark, 33rd Assembly District, NYS Assembly; and Hon. Velmanette Montgomery, Chair of the Committee on Children and Families, NYS Senate.

Discussion will include Brown v. Board of Education, the U.N. Convention on the Rights of the Child, and their implications for children and young people today, along with perspectives from key legislators on major issues with a focus on children in New York City and State.

This year, the Fourth Child Policy Forum of New York will be held in two parts.  A second co-sponsored event of the same title will be held at the Schomburg Center for middle and high school students on November 20, 2009, the 20th anniversary of the UNCRC.

Participants:  Dr. Victor Karunan,  Chief, Adolescent Development and Participation (ADAP) Division of Policy and Practice, UNICEF Headquarters, New York, New York and others.

The interactive program will feature an introduction to the U.N. Convention on the Rights of the Child with a focus on participation by young people and guided tours of the Schomburg's Courage exhibitions.
The Youth Forum event is by invitation only and is held in collaboration with the Brooklyn College Academy, Brooklyn College Educational Talent Search Program and the School for Human Rights in Brooklyn, NY.  For inquires about this event please contact the Children's Studies Center.
