Robert Bell, chairman, Department of Finance and Business Management, is the author of The Green Bubble - Waste Into Wealth: The New Energy Revolution (New York: Abbeville Press, 2008; originally published by Editions Scali, Paris, 2006; French edition, La bulle verte (Paris: Editions Scali, 2007)). He was the featured speaker at the Fast 50 awards ceremony at the Paris Bourse, November 2007; and the inaugural speaker, the HEC-Deloitte Club of Energy and Finance, La Maison des Polytechniciens, Paris, November 2007. He was the green keynote speaker at the international real estate congress, MIPIM, Cannes, March 2009. He was a keynote speaker at the G20, Seoul, Korea on Nov. 9, 2010. He proposed Green Redemption Funds to finance the transition to renewable energy. Bell's previous books include Beursbedrog (Amersterdam: De Arbeiderspers, 2003); Les peches capitaux de la haute technologie (Paris: Seuil, 1998); and Impure Science (New York: Wiley, 1992).

Energies de la mer, a French publication devoted to offshore wind energy, published on April 14, 2022, a more extensive version of my Le Monde article. It included a map of the gas pipelines from Russia, and a graph showing the explosion in the price of natural gas in the EU. It emphasized that the EU should stop trading with the enemy, morally compromising to get Russian natural gas and oil. Le Monde published, "The Inflation Reduction Act of Joe Biden promotes an approach to the green transformation which is the inverse of those that have failed." The article was based on years of advocating what became the Biden approach: According to Hopscotch, the events company that organized the most important of the UN climate conferences, Cop21 in Paris in 2015, I was literally the only one at COP21 who advocated tax incentives rather than carbon taxes or cap and trade systems. Those approaches had utterly failed to deliver us from the ravages of global warming. Le Monde, on December 6, 2022, published my article suggesting that, contrary to the claims of EU officials, the President of France, and many economists, a competitive "race to the bottom" of tax cuts and incentives for investments in renewable energy, provoked by Biden's Inflation Reduction Act, would be the fastest way to deliver the vast sums necessary to escape the worst of global warming, and would rapidly create jobs and prosperity.

Le Monde, on October 8, 2021 published, "The submarine crisis: the secrecy that has surrounded the agreement AUKUS (Australia, UK, US) is not a surprise." It was based on my 1992 book, Impure Science (Wiley, N.Y) and my 1998 book, Les peches capitaux de la haute technologie (Seuil, Paris), the Dutch version: De Bodemloze Put,1998. The French book, on big projects, was well known to major editors because the Channel Tunnel company, Eurotunnel, sought an injunction to stop it, even getting against me a criminal indictment for "incitation of terrorism." The French judge refused the injunction, threw out the criminal charge, and awarded me and my publisher damages. Professor Casstevens is my former professor at U.C. Berkeley and Professor Emeritus, Oakland University, Rochester, Michigan, and former adviser to the AID in Turkey and Tunisia. We showed that there are easily other suspects besides Israel in the assassination, and at least one, Russia, had far greater access, far more to gain and much less at risk than did Israel.

The theme of the conference: New winds, new horizons to construct the post carbon world. On a panel on the consequences of the Covid-19 crisis on the energy transformation, I argued that the crisis would have the effect of electing Joe Biden as president, and he would launch a major energy infrastructure program that would trigger a worldwide investment race out of fossil fuels and into renewables. The publication Energies de la mer, interviewed me at the La Rochelle conference based on my invited talk there. I had emphasized the essentially unlimited potential of wind energy, especially from floating wind turbines, and had suggested that this would likely be a big part of Biden's energy plan. In fact, he subsequently proposed a 30 GW plan for the US--a massive increase, as the US now has less than one GW of offshore wind.

At the UN Climate Conference in Paris, COP21, I participated in the main public panel discussion in SolutionsCop21, Friday, December 4 at Grand Palais. According to the organizers of the entire COP21 conference, the events firm Hopscotch, I was the only one on any stage of Cop21 to advocate tax sheltering investment in renewable energy rather than the standard, and finally useless, even counter-productive, approach advocated by many prominent economists-- impose a carbon tax on emissions. I was invited by the French Minister of Ecology, Nathalie Kosciusko-Morizet, to participate in a five-person (including the minister of ecology) panel discussion at NYU School of Law: "From Fast-start to Long-term Finance for Climate Protection: The Need for New Funding Sources." I proposed an EU-wide tax on barrel of oil equivalent (10 euros per barrel) to be collected at the point of importation or production, the money to be locked up in a Green Redemption Fund and used to insure accounts receivables for green investments.
